On President’s Day, David White, Ph.D., P.E. and CEO of Ingios Geotechnics, had the privilege of testifying before the Minnesota House Committee on Transportation Finance and Policy.

Dr. White emphasized the critical importance of pavement foundation quality in creating resilient infrastructure. His testimony, supported by research and demonstration projects, highlighted that merely increasing pavement thickness does not guarantee longevity if built on a weak foundation.

A new bill proposes essential funding for long-lasting pavement materials, and he advocated for including pavement foundation verification as a key component of this legislation.
